ISCD Proposals RULEBOOK 2009 - 2012


The proposals on this page were presented during the Open Forum at the European Championship 2007 in Suhl - Germany.

It is the intention of the committee to start a discussion and dialogue regarding the rulebook 2009-2012 wiht all parties interested in shooting sport. The committee members want to emphasize that this are only proposals and the final motions from the committee and the nations will lead to a well balanced rulebook that includes the necessary additions such as rankings and also excludes possible ambiguities that can occur in the present rulebook.

It is our objective to present the rulebook during the Paralympic Games in Beijing. Therefore the following timeline will be used:

The purpose for this restructuring is that under the rifle section it is better to group all the issues that corncern rifle.

•  Change US$ to Euro

The currency in IPC is euro and all the financial transactions are made in that currency. Therefore we want to change the currency of the different fees into euro. it concerns following rules:

1.3.11 fee for MQS competitions

12.1.9 protest fee

•  1.3.4 ISSF judges are replaced by ISCD for MQS competitions

We want to have more experienced personnel in disabled shooting during our qualification tournaments. Since we have now sufficient referees with and ISCD license, organizers can easily find referees in their region.

•  1.3.7 the organizer must sign the IPC doping agreement and fulfil all requirements involved in the doping procedure.

For an MQS ccompetition it is required to sign a doping agreement with IPC. A reference is necessary In the rulebook

  High shooting chair

•  6.2.1. For definition purposes, wheelchairs, stools, chairs and seats will be referred to as “shooting chairs”.

 

•  Standard shooting chairs are stools, chairs and seats with a height that varies between 35 and 45 cm .

 

•  High shooting chairs are stools, chairs and seats where the conversion table is used.

 

• The conversion table indicates the maximum height of the chair in relation to the length from the floor to the top of the knee, measured in sitting position under an angle of less than 90°.

 

•  The measurement is done with shooting shoes and gear.

 

•  Top of knee x 1,12 = max height of seat

 

•  6.2.6 Sitting shooters in class SH1A or SH2A, not shooting from a standard shooting chair, must use a high shooting chair with the following specifications:

 

•  The maximum surface of the seat is 45 x 45 cm

  The complicated explanation regarding the high shooting chair creates space for discussion and is not clear. Therefore we want to introduce a tool that is easy to measure on the line and the conversion table gives a clear indication of the height of the high chair.

  Kneeling position

 

•  Define the angle of the upper arm

 

•  Minimum 30°

 
  The definition of the kneeling position in the ISSF regulations doesn't cover the position in case of disabled athletes shooting from a table. Since the positions is not limited by the human body, the kneeling posiiton can be shot in different ways. To bring the psoition within limits to the able body position some restrictions are build in the rule.

•  Backrest measurement

 

•  6.2.10    The length of the spine is measured in vertical position from a level surface to the middle of vertebra C7 (vertebra prominence)

 
  the measuremnt will give a clear indication and replaces :a straight line on a straight surface

•  Straps

 

•  It is not allowed to hold or touch the straps to gain stability.

  At the moment the rnaking system is not mentioned in the rulebook. The rnaking is also used for the draw at the start table of the Falling Targets.

•  Update rules with shoot-off procedure

 
  The rules for the shoot-off procedure are not mentioned in the rulebook. Together with the develoment of this event the rules need to be adapted.

    • R3 – 1 hours 15 min. in table in case of electronic target system

•  Combine events in open class :  

•  R3 & R5 as Open Air rifle prone Mixed

 

•  R6 & R9 as Open English Match Mixed

 
 

To provoke a discussion regarding the future of the events R3 an R5: an event where scores of 600/600 are very common and where it will become difficult to deteremine the finalists, it is necessary to reflect on what needs to be done. The fulll scores are mediawise not the best advertisement for our sport.

Combination of R6 & R9 gives opportunity for SH2 shooters to compete on Paralympic level.

Qualification system for Paralympics

 
•  Split system :  

•  5 major competitions (1 WR & 4 RC)

 

•  Percentage

 
•  A: Paralympic program = 12 events  

•  60 qualifiers (ISSF system)

 
•  B: Percentage  

•  60 qualifiers (current ISCD system)

 
20 wildcards (5 IPC & 15 ISCD) and No difference between qualifications obtained through WC & RC and MQS  
 

This system will protect the top shooters. The slots will go to the nations and not to the individuals.

The current systems will be applied for all others athletes that gain qualificitions through the minimum qualifying scores.

• Functional classification

 

Any changes coming out of the IPC classification code and international standards will be included in the rules

 

• Final procedure in Open Championships

 

1 final with addition of Regional athletes

 

Eg. 8 finalists -> 6 from Region - Add 2 athletes from Region : Shoot final with 10 athletes

 

Maximum number of athletes according the venue capacity

 
  To give regional athletes equal opportunity to compete for Regional championships title
•  Finals

 

Finals will only be shot in Paralympic events.

 

The records will be adapted to this system. The records for non-Paralympic events will be based on the result of the qualification match.
