Capability and Performance Management Policy


Introduction

The International Shooting Committee for the Disabled ( ISCD) places a very high value on volunteers who work tirelessly in their various Technical, Professional and Executive positions to promote and enhance the sport and recognise that it would be unable to operate without their invaluable contribution. Capability and Performance Management Policy

Within the last four years, pathways have been developed to recruit and retain ISCD accredited referees, classifiers and executive members who all have very valuable skills and are each reliant on each other to play their part.

At all levels we are in positions to enhance the sporting achievement and experience of disabled shooters and to promote the sport of shooting for the disabled.

 

Implementation of Policy

It was recorded in the minutes of the ISCD Committee meeting of December 2004, that the ISCD agreed this policy and that all ISCD accredited officers are expected to perform (execute) the requirements of their office.

These requirements are to be carried out with professional objectivity, equity to all, and achievement of project deadlines and contribute to the ongoing operational requirements of ISCD.

In order to monitor activity and performance, it was agreed that ISCD shall

•  Have a standing Committee agenda item for the Chairman, Chief Classifier and Chief Referee to report to the Committee any matters of concern relating to accredited officials.

Reports and any agreed action to be taken to be included in the minutes of the Committee meeting.

•  Develop a fair course of action for each type of official and assign a Committee member to monitor the progress of the action to be taken.

•  Develop a course of further action to be agreed and implemented by the Committee by a majority verdict if required.

This policy relates to:

ISCD accredited officials include Chairman, Executive Committee members, Athlete representative, Chief Classifier, classifiers, referees and any other officials seconded to ISCD projects.

This policy will be implemented if any of the officials fail to meet any or all of the performance policy requirements without justification and will result in the following disciplinary actions.

 

Proposed courses of disciplinary action to be taken

1. First action

Verbal or written notification from the Chairman with written notification to the Committee

2. Second action

If a further episode of non performance occurs this will result in a written notification to the officer from the Chairman and copied to the officer's NPC, IPC and the Committee of ISCD.

3. Third action

If a third episode of non performance occurs within one (1) year, the ISCD Committee through the Chairman will send a written notice of instant suspension to the officer and copied to IPC and the officer's NPC.

The suspension may be appealed in writing to IPC and copied to ISCD within one (1) month of notification of suspension.

4. Fourth action

IPC will be asked to investigate and make a decision within one (1) month and send a written report to the ISCD Chairman.
